That is not the point of this thread, perhaps you did not read anything that has been discussed thus far.You know, it just occurred to me now. You can solve all your problems if you get a better ISP.
If you are unable to use the IS backbone, which most ISPs utilize, the only options you have left are Telkom (throttled and/or expensive), MWEB, which is probably the best overall, but still comes with its own issues, or Web Africa, which for many people, is not worth even considering.

Where can I get the cheapest adsl account as workaround in the interim that does not use IS? Telkom/WebAfrica/Mweb or are there others?

Geez, try and use Mweb or openweb. I got great speeds on Openweb.

Really really do not understand why anyone would choose anything over OpenWeb or Mweb. I've had such an excellent experience using Mweb.

Call TELSCUM - log a fault, describe latency issues, etc: tell them to change the DSLAM of your line.
Many DSLAMS are becoming congested with all the new people ordering DSL lines (10Mb on top of that), this causes all lines on that exchange to degrade. see my solution on this issue: http://mybroadband.co.za/vb/showthr...re-you-using?p=7082038&viewfull=1#post7082038
If you had read the thread, you would know that this is a problem specific to the IS backbone, which affects many exchanges that all work perfectly when using a Telkom Internet or MWEB account.
If you had read the OP, you would know that this thread is not for discussing alternative ISPs.
Openweb is no exception to the issue as they primarily use the IS backbone, from what I have heard from other customers, the other backbones have a whole variety of downsides and the process of switching between them is far from streamlined.
I will also mention again that this issue affects per-GB capped bandwidth and unshaped business accounts which certain users, for whatever reason, may want to get from an ISP that uses the IS bandwidth. IS is one of the largest backbones in the country, a serious issue like this which affects a large spread of users should not simply be avoided.

I've done these traceroutes around 8:30 pm tonight.
My first thought would've been to blame it on my exchange. For obvious reasons I can't blame telkom for this. This happens on ALL my IS lines, None of my mweb lines is doing this.

I've been on Openweb Gold 4mb IS backbone. It was hell. Constantly having high pings to local sights(Web Africa, Neotel), torrents ran at around 20kbps until about 11PM, then going up to around 60kbps. After complaining enough I've been given a DSL Heaven account, and its been flying for the last three days! In my experience, once you get added to IS's "list" your'e pretty st*ffed...
My problem is that they are advertising it as uncapped/unshaped business account. If I can have proof that this is because of shaping/throttling I will take this matter further, since I am paying R2800pm per connection. Then I can just as well get a R500 uncapped/shaped account. Why do I then pay this R2000 odd per line more?
