Fines and Renewing Licence

Thank you for your response, however, I was under the impression that I will be able to transfer the car onto my name and the outstanding fees will be on the current owners ID, until she decides to license another car then she will have a problem.

The outstanding licenses are owed on the car and you won't be able to transfer it until they are paid.
