That is precisely the issue. The only way I can think of getting around this is to get your neighbours to show an interest in another FNO pulling fibre to offer some offer.I reckon those that are able to should vote with their wallets, but the sad thing is, if one FNO has moved into an area, the likelihood of another laying their cables are quite slim, unless there is guaranteed business for another FNO.
Those of you that don't have FTTH coverage yet - hope and pray that you manage to get a competent FNO in your area. I've registered my interest with Vumatel, OpenServe and I'll be registering with MTN, Octotel and MetroFibre as well throughout the day.
I'll also be reconfiguring my Edgerouter to accept a second WAN connection throughout the day, in anticipation for the Rain 5G router and SIM that should be here this week. My idea is to have the two lines running concurrently as a load-balanced solution, and then have the 5G kick in when the FTTH inevitably fails.

This network going down is an absolute joke. They've done nothing in an 18 month period in PLZ!
My 8Mbps Telkom ADSL line (Webafrica provided me with data) was rock solid too. Went down maybe 8x in 9 years. I did that inside 3 days last year with @Frogfoot Fibre . I've honestly lost count the number of times I've had to restart the WiFi router as it no longer has an Internet connection in spite of there being green lights on the ONT. Or had to restart the ONT because there is no Internet connection. Doing so sees the line coming back up.I fully agree. Nothing speaks louder to a company than people willing to give another company their money, so if there is a way to convince people to move away from a mediocre network to one that actually runs as it should, that would be the ideal way forward.
I hate to say it, but looking back, my Telkom Uncapped LTE was infinitely more stable than what we have now, and I wish that they had an option like that to hop onto again.

It's like a glitch in the system that never seems to fix itself and needs manual action.

I think I can probably write a cron script to check for a connection if it fails x amount of pings, to shut and unshut the pppoe0 connection - failing that, maybe a Sonoff that just cuts power and restores power to the router if it loses network connectivity.

Edit: you will need some sort of timeout to do failover with your 5g
