FTTH Rollout Progress Excruciatingly Slow in PE

Anyone with some ISP inside knowledge know why the FTTH rollouts in PE have basically stood still for the last year? I've seen Open Serve, Liquid Telecoms, MTN, Vodacom, all laying fibre throughout suburbs, but the coverage maps haven't really changed much for 12 months??

Any ideas?

There is no compelling business case to roll out fibre. Rather do so in cities where there is a better return on investment. Simple really...

Yeah but the fiber is already in the ground, but you can't subscribe to a FTTH service. That's what is frustrating. Dunno if it is a lack of OLTs or where the issue is.
