I am willing to bet there will be middle men facilitating this debt transfer. Cadres lining up at the trough by the dozen. All licking their lips. Standing at the ready.

Gauteng and the Western Cape are the only ones that don't. They get less money back in their annual budgets than they generate in tax revenue.

ja well, there was another way also. we just stopped using the highways. so we never broke any rules and regs either. The fact is IF the highways were built by SANRAL the old way, the taxpayer would have footed the bill anyway. So what do those that are making such a big deal out of the taxpayer line now?
I would hardly call it a cash cow hey, considering how many people refused point blank to pay it and how much it cost them.
