You can actually downgrade to 2Mbps and then upgrade to 3Mbps with Telkom just like that. Have you got a contact?
You can just call the normal call center at 0800 375 375 (I think this is the number) and you can ask them to change the sync profile 24/7.
If the operator at the call center does not want to change it, just disconnect and call again to get a different operator :)

I'm not 100% what sync profiles they have, but I suppose it is 640kbps / 1Mbps / 2Mbps / 3Mbps / 4Mbps (and in increments of 1Mbps up to 10Mbps).
They might also be able to change the upstream and downstream profiles separately, with the upstream speeds ranging between 192-512kbps I suppose.
