Forgot what it is. Some Antivirus do it as well. You can disable an application from being ran. I.e disable it's .exe in the program files, so when a user clicks or opens it nothing happens. Until you re-enable it on that software.
 
There is a way to do that without using any extra software.

Click start -> run, type gpedit.msc, hit enter.

Now browse to computer configuration -> windows settings -> security settings -> software restriction policies -> additional rules.

Then click on the 'action' menu and then 'new hash rule'. You can now browse to the exe file you want to block and click ok.

This works no matter in which folder the exe file is in or moved to afterwards.
