The Lebanese govt is not involved in this at all ... they are powerless to stop Hezbollah since
a) There is an uneasy balance between the Shia and Maronite Christians,Druze and Sunni ... remember there was a civil war not so long ago between them.
Their constitution specifies even which religious group get's which post in the govt i.e President is Christian , Prime Minister is Sunni and the Speaker of their assembly is Shia.
b) The "national" army while 80,000 strong has a delicate ethnic balance between these various religios groups and no Shia soldier is going to fire on a fellow Shia from Hezbollah.
c) The national army is only deployed only the middle of the country while Hezbollah controls the south and the Beeka Valley to the East and up to Tyre on the West.
They are really powerless.
