I dont completely understand why ICS is set up if all the PC's connects to the Router?
Is this simply to get a local DHCP and DNS functionality?

You use ICS on a PC? And you use a router. ICS is intended for for connecting internet on modems with no router. The router links the internet and probable gets the internet a different DNS IP and thats why the internet is working through the router.
It seems that you are doing something wrong or I just dont understand anymore.
