Hosting recommendation for SA based server, Joomla website for a small company

We have recently upgraded our website after php 4 was deemed prehistoric by our service provider.
We had no need to upgrade since if it's not broken don't fix it !
We spent time researching and planning our new site
Our new site runs on Joomla 3.2
with commercial ad-dons:
sobipro
acymailing
kunena
jomasocial
jdownloads
os mebership pro
os pdf indexer
and a base template from rockettheme.com

For a long time we hosted with host4africa but when we moved over to the new website a server based internationally was too slow and unreliable for dynamic content.

Without doing proper research we moved over to mweb since our adsl was already with them.
This was really going from bad to worse.

The site extremely unreliable is unable to send out any emails registration, subscriptions etc.
phpmailer works with a few email addresses, sendmail is disabled, smtp is blocked totally.
For over 3 weeks they have not been unable to provide a solution to this.
popen is disabled without any option of opening thus pdf indexer does not work and sobipro looses functionality.

Since the process of moving puts your busyness out of action for a few days does anybody have recommendations on where to move our hosting.

The website with downloads take up 3GB (subscriber downloads to eat bandwidth)
We have 12 email addresses and we would like each of them to have at least a 300mb mailbox

Help would be appreciated

There are a few hosting resellers on the forums, Im pretty sure one of them will get hold of you soon.

I only know one provider in Africa, it is Afrihost and I believe they are very famous in Africa. But, if you need other hosting that non-based Africa, then there are many options. I use asphostportal.com as my Joomla host. This is only one example. There are many other great hosting provider. But based on my experience, I love asphostportal the best, for their support, uptime guarantee, price and features.
 
Have you looked at Hetzner? Their prices are pretty good, now offer unlimited bandwidth, and their support is amazing in my experience.

Best option I'd say, and many options you can choose makes it very flexible. :)
