Nah, once upon a time, about 5 years ago it was a soap opera. Now it is a tragedy and moral fiasco degenerating into a farce. Ooh, but it is that already.

What comes after farce? Turpitude, decay and destruction.

Um, seems that is exactly what is happening around here.

all that and more but bear in mind that there are bright spots of progress happening outside the framework for fsckup created and maintained by the DoC
 
3 of the 4 remaining councillors were nominated by telecoms companies. Does this bother anyone else? Are they independant or is there some shady deal going on?

Telecoms goes hand in hand with shady deals in SA. Anything new? :o
 
I suspect that the whole ICASA debacle is another example where the focus was on appointing politically correct people, instead of appointing people that can do the work.
 
Andrew Arendse worked for Telkom before. More than 10 years ago in high level positions.

@Debbie2, as much as we need you to effect positive change for consumers, from within ICASA, given the current state of affairs at IncompetentCASA, I wouldn't wish this burden on all the Steves at Telkodemonopolies.

IOW, mind the gap, IcompetentCASA is mined & ready to explode at any time!!!

And just look at the problems with the other councillors:

Mamodupi Mohlala: previous councillor - after ICASA already has proved so useless
Robert Nkuna: Ivy's old spokesperson

Brenda Ntombela: worked for the DoC

Jacobus van Rooyen: worked for the broadcasting complaints commission of SA - the only person who isn't directly linked to telecoms - but the BCCSA are the people who have those really irritating ads about how you can write to them on tv and radio ...

Antowan, I don't think you have presented a fair portrayal of what is publicly known about Andrew Barendse. I'm just saying that your presentation of the information is, in my view, a little out of context.

The issue of ICASA salaries is one which is spoken of in worried whispers by many of those who truly want change. It is a whispered topic because it is a potentially controversial topic.

There is the popular view that ICASA Councillors simply don't do enough to warrant the salaries they receive*. Fair enough, it's a valid criticism. Why should taxpayers fork out millions for individuals who's work in public service bears little correspondence with the monetary value of their salaries? However, the problem with this view is that it considers only one piece of a much larger pie.

A deeper, more reasoned view is one that compares the Rand value of the ICASA Councillor salary with the Rand value of SA telecoms industry standards, and finds that the ICASA salary cannot compete.

Then there are those who have long argued that ICASA salaries are deliberately set low by the government in order to undermine ICASA.

The reality is that we cannot expect to attract or retain high-calibre public servants if we do not pay them a competitive, market-based salary. It is important to note is that increasing ICASA salaries is not a guarentee that skilled candidates will come knocking. However, not increasing salaries is virtually a guarentee that they won't, as demonstrated by Barendse.

Is it really surprising to some that Barendse took up a more generous (and inappropriately 'timeous') offering from Telkom?

An irony here that has not yet been pointed out, is that the force which is to blame for this sort of thing is the very same force we collectively propose as the 'panacea', the 'solution', the 'instant antidote' to SA telecoms problems: the free market.

*ICASA Councillor salaries constitute approx 150% of MPs salaries. Last time I checked, that is.
