Had the same problem last week...contacted Telkom and the techie was here in superfast time....traced the problem to a underground cable...and replaced something on the distribution pole...its now sorted...
The Skype may be a bandwidth issue. What line speed are you on?
Had that issue a few years back, also suspected the POTS filter but if I understand correctly how that works, it actually blocks the ADSL signals for your phone, not the router, hence why the pots goes to the phone and the line goes direct to your router.
What my issue was is that the copper cable I was on from my exchange was not able to sustain the minimum required voltage when both were being used. It would drop to a reading of 47V? I think, and this would cause the adsl to not sych. He swopped my cable at the exchange and I ran fine thereafter.
Anyone know where I can get QUALITY pots filters? I'm going through mine faster than my toilet paper.
