This comes from an interesting thread, it seems MTN are still locking phones as of December 2012.Draft regulations to outlaw network locking of phones was published in gazette no 32803

Can't find anywhere if it was passed or not
MTN - It's a dual sim phone. It has the promary sim under the battery and the secondary sim on the side of the phone. You can put anything in the side sim slot but as soon as you put anything but MTN in the primary sim slot it locks and asks for a restriction code.

The Nokia X2-02 can take two SIMs and it seems MTN only locked the primary SIM to their network, perhaps so they can argue one can still use another operators' SIM as the secondary.
It does not say that a mobile network operator must enable all possible gsm functions on all devices.

What if I told you it was Apple who decided which functions to enable?
HiThen I don't understand why 8ta block the entry phone to be used on their network exclusively even though it's huawei phone but for R50 phone I paid highly doubt they will unlock it and all the paperwork, emails, getting hold of the right person to get the unblocking code will be a mission.

8ta boss Amith Maharaj said that there’s no indication yet from Apple when they would enable personal hotspot for users on South African networks.
“Unfortunately until Apple signs off on this, there is nothing much a user could do to enable this feature,” Maharaj said.
