Turns out he's really quite amiable, plenty professional and even willing to volunteer a courtesy at his cost (yes, yes; it's not like it's a lot of money, but who these days even does that, even with a long-standing relationship?) and sent me the necessary so I can get MY job done with MY client, and then double back to pay him - Martin.

My impression after stumbling across this thread this morning:
I have seen the website in question in the past, I also thought it said "Laptop Sat Cost" rather than "Laptops At Cost" initially. Took me a minute but I figured it out.
I was in the market for a laptop but didn't quite have the budget yet so I haven't made a purchase.
Let's be frank, the website doesn't look great, especially compared with ones like Wootware or Evetech. So IMO trust goes slightly down.
However, that being said, the prices are good enough that if I'd actually been in a position to buy (as I will in a couple of month's time), I'd probably have phoned the number to inquire, and if there's a pay-when-you've-inspected option then I'd have given it a chance.
I can see the reason for how Martin will have gotten upset at how his business was represented. I don't think that there was anything unfair or defamatory - you get a lot of scammers on the internet, so I don't think there's any real requirement to give a substandard-looking website the benefit of the doubt. But if you are a legitimate business I can see that the comments may have been offensive.
However, Martin, you could have responded a bit friendlier. Just sayin'. There are a lot of laptop-buying nerds on this site and even if you don't want to develop a presence here, it may be better for business not to at least alienate them outright.
All that being said, when I do get the budget in a few months, I'll definitely consider your business now, price is king! ;-) (IMO anyway.)
Just as an aside, I think I finally realised how Martin can sorta get this pricing considering I just bought 500k worth of laptops this week.
Premier.dell.com the company i work for globally negotiates with the likes of Dell, et al for a year and we then get to buy some very expensive laptops at a way better price. Example a precision laptop that costs 35k is on our catalog for 19k
So he could be using one of these agreements - obviously a much bigger company than ours to get the pricing he does. Before Martin, disses me, it's my theory and I think I would be correct ... Why? because even the big boys of EOH/First technology can't match the negotiated pricing I get from Dell, et al.

They aren't a huge amount cheaper direct from Dell USA, from my experience when checking specs, or are they getting some kind of preferential pricing?

The highest bracket was 25% reduction as far as I was aware with Dell reseller, depending on device/rating. Would still barely break even with that discounts.
