Supply is not the network. You dont set it up once and its done. Supply IS the commodity you are paying for. It is limited and gets used up. If you want more you must pay more. Big companies spend billions to lay undersea cables, put up satelites, set up inter-connects across the world. They want their money back and they charge for usage by the Gbps.
Your argument seems to be the municipality has upgraded everyone's local plumbing to 25mm pipe therefor you should get more water for free. No you shouldn't. And if you did, someone else is paying for the water you are using.
