Local bandwidth vs international bandwidth

Not sure if anyone can remember, but back in the day (I think it was Mweb) you used to get ADSL packages which was for arguments sake 10GB + (50GB local).

What I want to know, is it possible/feasible for an ISP to have their normal packages like for example 4Mbps 200GB, but of you browse locally hosted stuff then they increase the speed to the maximum the line can handle (the question I'm trying to get at is, can Telkom sync your speed on the fly?)

Last question, is there still a difference in pricing between local bandwidth and international?

There was an article a while back, local transit is more expensive than international. That should probably answer both your questions in regards to it being quite rare to offer such packages since you'll pay local either way.
I think Cool Ideas started a package with 1Gbps local and 100Mbps international speeds.
