Locked or Unlocked e960

I've purchased an Huawei E960 from overseas (supposedly unlocked) and attempted to connect to the 8ta 10GB promo.

• Strong signal
• Only shows 66502 available network
• Profile set to standard "internet" + *99#

However, it does not connect to it whatsoever (PPP can not connect). I also have an E230 which works perfectly well but I'm suspicious if either this E960 is faulty or firmware locked (I've even tried a few firmwares that I was able to google).

Anyone knows friends at Telkom as I've heard they used to sell the E960 and therefore might have the firmware that works in South Africa. Huawei's website does not provide firmware as they stated each region has service providers with the firmware.

Should I just rather give up on this?
