As far as I can make out, ICASA is one of the least efficient bureaucracies in SA. One of our clients has had to submit 12 separate applications for some communication equipment. Each costs R 60 000,00. In all cases, all the documentation and drawings were submitted but they received replies saying the paper size was not according to regulation, the drawings did not have enough copies (they want 12 copies, all certified), some of the certification signatures did not match, on and on. This has been going on for 7 years, they typically take 9 months to reply to correspondence, even emails
