One has to be concerned about their hell-bentness to push this through and to make it work. It looks like the budget is in dire distress and they need this money no matter the cost... I wonder what else they haven't been telling us.

Because

a) it's not profitable to speed up such cases
b) murder and rape extends outside of GP
c) murder doesn't happen 1 million times per day in south africa

That court would be corrupt, just like this proposed etoll one.
 
I wonder if stats of non-compliance will be available, I doubt SANRAL will reveal this info so how easy will it be to get the number of summons issued - would that be public information or only once a person has appeared in court.

Nah, they have something to gain from hiding those stats, so they will publish a figure that is considerably higher than normal to try and lure more people into accepting the system.
 
Parliamentary committee condemns Outa, Cosatu's e-tolls reaction

Calls by Cosatu and the Opposition to Urban Tolling Alliance (Outa) for Gauteng motorists not to pay for the e-tolls are undermining the country's Constitution and judiciary, Parliament's transport portfolio committee said on Tuesday.

"The committee is concerned that these two organisations are encouraging citizens not to abide by an Act of Parliament and thus defy the Constitution of the country," committee chairperson Ruth Bhengu said in a statement.

It said the recent signing of the Transport Laws and Related Matters Amendment Bill ensured that the South African Roads Agency Limited would pay back loans it made from government.

"The committee is thus greatly concerned that following unsuccessful legal challenges to the user-pay model, these organisations are resorting to unlawful means to voice their disapproval," Bhengu added.

She said Outa did not submit any objection or make inputs to the final Bill to ensure it was representative of their views.

'Disapproval of the Bill'
"It is within this constitutionally guaranteed process that the organisation had the chance to voice their disapproval of the Bill and not to wait for its finalisation and then discourage citizens."

"[We are] convinced that these statements are Outa and Cosatu's way of undermining decisions made by the judiciary and as such undermines [the] Constitution."

Bhengu urged both e-tolling opposers to prove their respect for the law by accepting the decision made by the courts.

"The committee maintains its view that the Gauteng freeway improvement project is an important part of efforts to develop an integrated transport model which is central in transforming [the] economy."

If the law was something that was followed in this country the village idiot would have been in jail

I've been thinking about all the justification or the etolls. The best one is we are law abiding citizens.

We are not. Neither is government. We have anti corruption and anti money laundering laws. We have the PFMA. But most government and provincial departments and individuals in government breaks these laws for self gain, but there is little repercussions against the offenders.

Another worrying factor is that SANRAL isn't regulated. ESKOM, even though we don't like it, had to find money to fulfil the electricity needs of SA now and in the future. But they are limited by NERSA. There is no such check and balance for SANRAL

The SANRAL board has five members hand picked by the Minister of Transport for a term of three years.
The SANRAL CEO is appointed by the Minister of Transport on recommendation by the board.
So yes, SANRAL are a private company but the decisions the SANRAL board make are definitely affected by the DOT even if not all the hand picked members have voting rights.

Everything from the approval of tariffs to changing of legislation goes through the government so they cannot do whatever they please.
The problem is that both the ANC and SANRAL are in the same bed so they just approve whatever they like regardless of public sentiment or what is good for the country as a whole.

Just my opinion of course.

This will eventually prove to be their downfall in court cases i think
 
OUTA Denies urging civil disobedience

Outa has rejected claims that it is encouraging Gauteng motorists to break the law and not pay their e-toll bills.

"Outa has never condoned civil disobedience," chairman Wayne Duvenage said in statement on Wednesday.

"We do however call for civil courage, a more sustainable manner of active citizenry wherein people can exercise their legal rights to express their disgust at the lack of respect for citizens' input."

He was responding to statements made by Parliament's transport portfolio committee chairwoman Ruth Bhengu.

She said calls by the Congress of SA Trade Unions and Opposition to Urban Tolling Alliance (Outa) for Gauteng motorists not to pay for the e-tolls undermined the country's Constitution and judiciary.

Duvenage denied making such a statement. He said Outa merely warned the authorities of the many unintended consequences of forcing an irrational and unpopular policy onto South Africans.

He said the public had made its stand clear during public engagement sessions held in 2012.

"This was not Outa's doing. You only have to read the responses to press statements and blog discussions on the subject of e-tolls and you will see how the people feel."

He said the committee was aware of Outa's stance against e-tolling and the fact that its members had presented objections and input to the Gauteng Freeway Improvement Project steering committee.

"Outa's legal challenge is one avenue we have conducted to expose the wrongdoings of what it, along with many others, has condemned as an ill-conceived plan which is not in the best interests of society," Duvenage said.

The organisation is expected to make an announcement on Friday regarding its plans.

TBH I think it is actually pointless trying to send anything there anyway.
Everything that was previously sent was completely ignored.
Let the public be heard on the highways.

That's up to you. I choose to exercise my right to send a letter to them.

That's like saying it's pointless voting because the ANC will win anyway.
