You are setting the bar so low. The minimum we should ask for is an upgrade to a speed which allows a multi-media experience without bufferring. Tohether with that we need correspondingly large caps so that one can use it, not 24/7 but frequently, e.g. a pensioner who has an interest in a particular subject. Such hypothetical person may spent 8 hours, 6 days a week, on the internet. An affordable package accommodating this should be the minimum to aim for.(Hoping my 384 line will be upgraded automatically to 512...)
Anything else is wasting the countries (that is all of us) resources and thus impeding its development.
