I use the *162*<pin>*1# command on my phone to check my data balance.

You should be able to do something similar through Hyperterminal on your PC, sending USSD commands.

in its simplest form why not just have a count down feature as part of the logon software were you can manually enter the data bundle loaded, start date and it will subtract the data used till it's all used up? or maybe the ISP don't want us to see where our data goes?
 
For now a use Android Hotspot abd 3G watchdog to keep track of my usage.
