Childish. Your money is worth exactly what you paid for and that is exactly what you are getting. The problem arises from the fact that you want more than what you are paying for.
For illustration purposes: lets assume SEACOM has been down 20 days in the last year though it is probably less. That is 5.5% downtime. Is 94.5% uptime terrible for a consumer service?

Again - where and what gives you the right to decide what my money is worth? Everyone has been blasted with Mweb's free the web promotion, are you now going to tell all these people that they're getting what they pay for, so they should be happy, normal day-to-day people who have no clue what Seacom is? If this is the case, maybe MWEB should run ads advertising this.

In SLA's uptime are measured since the start of the contract, not on a month-to-month basis. Or they are measured over a series of connections - e.g. if you have 1,000 diginet lines, Telkom may be allowed 99.9% uptime over a month over all the lines. Or they are measured per incident - x hours until resolved.
If you want it to restart every month, then there will be bonuses in the SLA for exceeding the targets as well. What bonuses are you willing to pay MWEB for 100% service on a consumer contract, since you want to penalize them on the same contract for not delivering 100% every month?
You decide what your money is worth.
Advertising is just that. They're not holding a gun to your head and forcing you to take their services. Its your decision in the end.
Its up to you to make sure that you've made a decision that suites you.
If you're not happy with what they're proposing, then don't use it. But by signing up, it implies that you accept every one of the positive and negative aspects of their service.
You can't just throw out the parts you don't like.
You accepted all of this by becoming their customer.
