This may actually be a fileserve problem. See below form the fileserve site:
Dear FileServe users,
For the next 48 hours, the API will undergo maintenance. This renders some 3rd party programs (JDownloader, Fileserve Manager, et.al.) to not function properly.
We suggest that you use either our Web Interface, IDM or MiPony to download your necessary files.
[News Update @ 4AM EST 19/08-11]: Users using FileServe Manager can now download as Free or Premium User. Third party programs such as JDownloader will work later on.
We recommend that you use FileServe Manager.

NNTP is also dead as in 0kB/s. Does this still qualify as shaping?
Just an update on Fileserve:
A trawl on the fileserve manager forums shows that the API maintenace has indeed broken all (or most) downloads. Doesnt seem to be sorted yet and the mods are worryingly absent...May have to contact credit card company and reverse payment if its not sorted soon

I'm using Usenetserver.com and it's dead. Fortunately I'm not in a hurry tonight. Will see how things are in the morning.

Dead here too on newsdemon and been so since 3pm... better start replacing the words "shaping" with "blocked".

You are inclined to be wrong cos it works on my side.
That doesn't help anyone.You must investigate why people are experiencing the problems not give meaningless replies.
Right now, in the last two minutes, tried to download something via Fileserve on MWeb ... nothing!!!
Switched my router over to Afrihost ... exact same file. Connects and resolves the name immediately.
