how do I add a contact to the Global Address List on outlook, or how can a import a newly created contact to the Global Address List.

Im using outlook 2010

I am almost certain that you will need to have the contact created as an External contact on the Exchange server - I assume you are using Exchange as you are referring to the GAL. Please correct me if I am wrong
