Trying to fix up this building and found this. Someone said this is a Telkom junction box? Is this correct? Any ideas how I can get it removed or repaired?

Considering how heavy the wires are running into those boxes I highly doubt that they are Telkom or telephone wires. But the best test is always to get bolt cutters(use insulated gloves - safety first) and to cut the wires in one chop, if you get sparks it’s 220v and if you don't then all good.
