Not picking up USB plugged on

Drats, Windows 8.1 makes the bloop sound twice when I plug in a USB but, nothing appears under My PC. It's supposed to pop up with the name of the USB drive but nothing. I've updated software, ran Antivirus and restarted but still null. Any advice?

Look at your device manager if Windows recognizes it as a storage device.
