A bishop is simply the monarch of a diocese.
Bishops routinely step down, typically when reaching 75. It's been happening for 2000 thousand years.
The pope is the bishop of Rome.
It his position as Bishop of Rome that also makes him pope (because it was where the first pope and bishop of Rome, St Peter, was martyred, and where his successors then had their ministry). The pope (meaning "pappa" is the sign and point of unity in the worldwide church. That is why he is elected by the senior clergy of Rome (called cardinals), not just anyone.
Precisely because of his importance as a sign of unity, popes very very rarely step down (the last was 600 years go).
But ecclesiologically and theologically there's absolutely no issue with this.

For the record, the Catholic Church regards any sex outside of marriage as a grave sin. Always has. Always will. It abhors and execrates child molestation without reservation and in the strongest terms. Always has and always will. Your use of "endorse" in this context is so wildly wrong one wonders whether you actually know anything about this whatsoever.

Yes, there are bad priests and bishops. A very, very tiny percentage. Ugly. Damnable. Utterly to be rejected and cleaned out. No Catholic for even a femstosecond thinks child molestation is OK, despite what you might think or say. The vastly overwhelming majority of our clergy are noble, good men who live a deeply Christian life in service of the Lord and his people. Even the Church's strongest critics know that.

As to propagating the spread of AIDS. There is no organisation on earth that even comes close to the scale and scope of the Catholic Church in providing relief, support, aid and care for AIDS sufferers. The Church also teaches, solemnly, dogmatically and with its full authority given by Christ - as it has for 2000 years - that sex is reserved exclusively for heterosexual couples in the lifelong and indissoluble bond called marriage. Even the Church's informed critics know that. Yes, it opposes the use of condoms in all sex, but that is another matter entirely. To try to argue "condoms can stop HIV spread. The Church opposes condoms. Therefore the Church is propagating AIDS" is ludicrously loopy ... or do you want examples of the same sort of illogical bigotry but about your own fave issues?

If you are going to make comments that play to a gallery of fools but evoke only a groan and a sigh from those who know better, you're of course free to parade your ignorance and bigotry. But don't expect anyone to take you seriously, other than your own gallery.

That is so crass and insensitive it beggars belief. You are revolting. Your own self-justifying narrowness is exactly the same sort of hypocrisy we reject in those very clergy who betrayed all that is good, true and holy. Shame on you.

Since the 1990s, no less than 14 high-powered and damaging reports into the abuse and exploitation of children in church-run orphanages, industrial schools and parishes have been published.

The central thread in all these reports has been of a story of cover-up by the State and institutions putting their own interests before those of children. When confronted with evidence of sex abuse, religious authorities responded by transferring offenders to other locations, where in many instances they were free to abuse again.

The story emerging from Australia is uncannily similar to what occurred in Ireland. The Royal Commission should look at the process that was undertaken in Ireland as the only other country to have undertaken a national inquiry. Judge Ryan who oversaw the publication of the 2009 Ryan Report after nine years, concluded the rape and abuse of children within the care of the Catholic Church was endemic. Judge Ryan has advised the Royal Commission not to have a specific time limit as the Ryan Commission process shows they had to deal with a number of unexpected obstacles.
