Strange.......care to share with us the exact time and date which "your" bundle was activated?
I haven't tried this R50 bundle again in over 2 months(since Jan 2011), and as far as I know, all bugs were "fixed" and any given user would only get about 100-200mb for the duration of the 24 hrs.
Well, thought I would chime in.
Needed to try and get lucky to download around 20GB off Steam.
Loaded it up in the very early AM (4:30-ish) and fired her up.
Maintained around 4Mbps for around 1.7GB.
Dropped to around 1Mbps so I went to sleep.
Woke up and it was hovering around 2Mbps.
Did stuff during day and later the evening was doing around 3Mbps.
I have about 90 minutes left on the thing, Steam isn't just quite done yet.
But... 18.5GB = win imo.
And no, I didn't do anything special or different, or magical, or anything of the sorts.
Loaded some airtime from InternetBanking.
Loaded bundle.
Activated Bundle.
Put SIM into modem and connect to PC.
Open connection.
Open Steam.
Don't touch it again...
EDIT: Just to clarify - Sitting at around 18GB downloaded, throttle still not active, currently going around 2.5Mbps over 10s average speed-checks.

I have a feeling you are in for a fight with MTN.
That is fantastic value for money I wish I was able to download 20gig like you.

It's not your fault if the throttle system doesn't come alive at all - and for MTN to have loopholes like that it's their fault and not yours to blame you paying for a service and you receiving value for money.
