Actually most people are more going along the lines of....
"Your line was softlocked, you then explicitly requested it be unlocked... Anything that happened after that is your own damn fault and stop crying to the press about your own damn stupidity"
I agree this user must take responsibility, but Vodacom system is also to blame. On Vodacom you can not lock your data usage independently, meaning you also can not make calls when your account is softlocked.
Vodacom should give their users an option not to go OOB if they so desire.
