The current BEE has the same wording. It looks nice on paper until someone needs to force a few unqualified guys in to make up the BEE quota.
 
These kinds of policies are a boost for the moral of working white men.

You are held to a higher standard, you know when the white guy got hired they really needed him.
 
Cunningham correctly observes that wherever race-based policy has been applied, it has led to economic and political misery. You do not need a proxy, let alone the proxy of race, to determine disadvantage because disadvantage itself can easily be determined, measured, and assessed. Even if you were to insist on a proxy, then unemployment, or the level of education attained by a person’s parents, would far more accurately divide the country along lines of advantage and disadvantage than the crude and distasteful application of race.

They were instrumental in getting international support against the Apartheid regime. It is probably the most influential think tank in Africa.

Obviously they also run on African time took ****ing long enough.

Cant really find anything as to how instrumental they where.

Eskom has myriad challenges: an ageing generation fleet, poor maintenance, loss of skills, coal shortages, municipal debt etc. And maybe they would all be present in the absence of race-based policy. But the counterfactual is often unknowable. What we do know is that BEE and affirmative action have too often been used as the vehicles of choice to facilitate corruption and patronage networks in South Africa. If we care about redress and creating opportunities for all then we must be prepared for a national conversation about empowerment policy where there are no holy cows.
