Fairly similar to Telkom. But Telkom always warn you before coming out that there will be a fee if the issue is not with the Telkom line but in your premises/after end of line.
 
I understand the callout fee if the issue wasnt with them, which it was not.
They should have stated somewhere at least that there would be a fee. I would ask them for where they state this and how much the fee is
I don't think it is unreasonable to charge for this though
 
If it's something that's your fault (aka something plugged out) then charging a call out fee is fair.

Doesn't matter if there were other houses also visited. You had someone go to your house to plug in something...
 
This is why basic troubleshooting is important.
Learn what plugs into what other equipment, and check this before calling for assistance.
