Sure...but ...
1. Other than an apparent persistent and ongoing wasting sickness between the ears of the minister, a "sick note" doesn't seem to be the excuse here.
2. I've been on the dishing out side of the table in enough disciplinary hearings ...I can attest that the sick note only works the first time . After that you are fskd ...or close to death...in which case you are fskd.

Well, in this case the Minister is not sick, the point I wanted to make is that before guilt is ascertained the employer or accounting authority cannot assume dirty tricks unless they can support their assertion.

If a Minister sends an apology and say I am on another work engagement, parliament cannot impose a punitive sanction just by merely concluding she is avoiding the sitting, even if she is.

She is probably buying herself more time to cook something and is exploiting loopholes in the system the same way a person facing a DC could with sick leave.

There is a good reason for that, the DC cannot assume the person is gaming the system and they must have reasonable evidence of such or prove they have given them an adequate chance. That's what is happening with Nkabane.

People look for these loopholes to exploit and they are exploitable, they buy themselves time and within that time a lot can happen, witnesses can also get sick, the chair of the DC can get sick or in worst case scenario people die, even more time to cook up something. There are a lot of people who were beneficiaries of these series of unfortunate events during Covid.
