He's not suspended, he's on special leave, fully paid for. Hence Firoz Cachalia being acting minister, because Senzo is still minister...

This brings up an interesting legal dynamic that I'm sure will be unpacked in the next week or so, does a legal mechanism exist for a minister to go on special leave and have his powers delegated to another person...

What is the difference between the special leave and suspension?

What would you call Cachalia if Mchunu was suspended?

Would a suspension imply he us no longer a Minister?

It's no different to any workplace.

Suspended means your powers have been revoked pending the outcome of whatever investigation. It could be paid or unpaid depending on the circumstances and what your employer agrees to.

Special leave is still just leave. You still have your powers. In this case he still has all his ministerial perks and VIP protection. It's special because of the length and circumstances...

Now, I have no idea what his progress was on preventing and eradicating corruption, but the government's response hasn't shown any guidance. How he will balance this until his term ends and be an acting minister is interesting.

The Zondo report and the Epstein "list" have something in common.

I was hoping you would go point by point.

There is totally no difference in this instance, suspension and special leave has the same effect,

Sensor Mchunu remains a Minister and Cachalia remains an acting minister, regardless if Senzo is suspended or placed on special leave.

He would still have his salary and perks even if he was suspended, so again, no difference.

The only reason Cyril opted against the suspension language is just optics and politics.
