Again you are misreading. It is not that it doesn't say you can't. It doesn't say you can. Functions are bundled into portfolios. Portfolios are allocated to a cabinet minister. The cabinet member is the head of a ministry which has a defined structure. All the organagrams of ministries i have seen and I am sure those structures are legalized somewhere only have 1 minister as it's head.Where in the constitution does it say he can't have two ministers? Not that that's what has happened but I'm curious where you get that. Dazzle me
Just because the constitution doesnt specific something it mean it is now permissible. It is the opposite.
Read this in conjunction with section 5 esp wrt transfer of functions and it is clear to me 2 ministers cannot be allocated the same portfolio

Saw something amusing from the fringe tabloid media last night.
Apparently Uncle Gwede Fat Fsck has been arrested overseas.
Now before Champy spins out and rees for days, its fringe tabloid media so its obviously bollocks, but fsck me it would be po3s funny if that happened while Squirrels little house of cards was being shaken at home as well.
