I order two-three items a month from China/India (ebay/Aliexpress) - average delivery is between 4-6 weeks that past three months.

I wonder if the R24 processing fee and/or waiting 6+months deterred many south African 'wish' shoppers?
Purchased a cable through Amazon, came from China. 3 days from order to arrive in SA. 5 weeks to arrive at my local post office.*goes off to order a R2 item from China to see how quickly it arrives*

The South African Post Office (SAPO) has launched a new marketing campaign promising to deliver parcels without delays or problems.
“The South African Post Office now delivers parcels efficiently and without delays with the margins of error reduced to zero percent,” the SAPO said in its latest marketing campaign.
That R28 is not the PO fee, it's rates and taxes on stuff you imported. It's standard.As a test, I ordered some USB cables from Ebay on 14 March. I bought 2 items, but they came from different suppliers, total was $3.80 (~R60). They supplied shipping numbers but one of them I could never get info from. I had given up on them, but yesterday I get 2 sms's from the Post Office to collect Overseas Items. I assume it is for this order, and they want me to pay R28 for each one. So the PO fee will be as much as I paid for the items, and it only took 6 months to get here.
Edit: Suffice to say that I won't be ordering cheap stuff on Ebay again.
