If you are using a LAN (WinXP OS) and cannot access the SANRAL web page (this has been the case for the past week or so), open Internet Explorer and click Tools-Internet Options-Connections-LAN settings. Check "Use a proxy server..." Enter Address 196.43.9.21 and Port 8080. Click OK.
The SANRAL web page should now be available (Info source: Telkom ADSL Technical Support).

I don't use Internet Explorer.
I don't use a Proxy Server.
I don't use the SANRAL Web Site.

But thanks anyway.

Well, it does look to be a Telkom proxy, but I'll be damned if I'll use it. Too risky.

Careful now. You may be arrested for hacking in the near future.

It does, provided you are not on a network with a proxy server managed by your network administrator.

Jokes aside, can any IT geek please tell me (seriously now!) why it is that I could access the website last week (with no specified proxy server address) and then all of a sudden I could not access it until Telkom suggested that I specify a proxy address? Did the website administrator maybe change something, do you think?

Does this work?

I can access it. On my locals wifi, apparently the IP block belongs to Data Pro, don't know who the ISP is.

Edit: It's Vox.

Thanks for your help (I'm not an IT expert!)
If I disable the LAN proxy server (address 196.43.9.21) in IE, Tools, Internet Options,Connections, LAN settings then I cannot access the website at all, let alone log in on the site. IE gives message "IE cannot display webpage".

Of course, using the SAIX proxy is just a workaround until the real issue is fixed.

There is a routing problem on the SANRAL's service provider's network, that at present is impacting at least all Telkom Internet subscribers, and it seems to impact Afrihost as well. Telkom Internet ADSL and Afrihost both use IP addresses out of Afrinic's 105/8 block.

A traceroute to www.sanral.co.za from Telkom Internet ADSL stops after leaving the SAIX network on an IP belonging to Vodacom. This indicates a routing problem within the Vodacom network.

We reported the issue to Vodacom yesterday, and as of this morning now have a fault reference from Vodacom.

Can you login or is it just cached data?

SAIX IP addresses seem to not be affected by the routing issue on Vodacom's/ETC's side, so it will not be cached data.

On our internet router, which has some of our own IPs, and some SAIX IPs, I can reach www.sanral.co.za from the SAIX IP, but not from our own IP. They might have done something silly like black-hole'ing 105/8.

Yes, I have checked from an international server as well. However, it is accessible from SAIX IPs, and apparently it works from Vodacom 3G.

We have tested the following that do not work:
-Telkom Internet ADSL (105.224.0.0/14, 105.228.0.0/15)
-Telkom Mobile (197.228.0.0/18)
-Afrihost on MTN (105.236.0.0/15)

Vodacom has informed us that the problem is on ETC's side, not on Vodacom's side.

I phoned SANRAL, and managed to get to their IT department, who said they don't operate the website, and can't do anything about this issue. They weren't prepared to provide any contact details for someone who could do anything about this.

It looks like they really don't want our money after all.
