Big difference between what you describe (being a targeted attack on a selected target), and a rapid response armoured vehicle used when chasing down armed gangs, engaging in raids etc.
Again, these cars are not going to be used by your friendly neighbourhood visible policing team.
Stop being silly. The police in this country leave a lot to be desired and a complete overhaul will take decades, but there is a lot of positive police work being done on high value targets the past few months, exactly the kind of thing these type of vehicles are needed for. This is more likely than not a sign of changing times, and it’s a good thing. It’s a step in the right direction
