The last couple of years people have been able to do theirs online before 1 July.According to last year, 1 July so probably going to be the same

They no longer have this power IIRC.
They very much do have this and many other powers. They can even tell your employer to garnish your salary to repay any debt you owe SARS. Basically any 3rd-party who holds money on your behalf or owes you money can be legally compelled to deduct and pay over what you owe them.
