Sheets / Excel question re. percentages

I want column F to display the % increase / decrease (obtained from column C) as applied to column E. The calculation is simple, but what's the simplest way to have column F perform the operation? Obviously I don't want to manually enter a different calc depending on whether it's a positive or negative increase so how to do this automatically? Do I need a conditional statement or is there an easier way?

Works, but I'd prefer to work with just the percent and not anything to the left of that column.

In Excel it is simply B3/A3 and the cell format is set to %.


Assuming you want to know the % that B is of A.

That's not what I wanted but thanks. columns A and B are irrelevant - I only put them there for the example. All I wanted was to apply a positive or negative percent to some other value, which I got from @Speedster .
