Also, the fact that a country like Tunisia is higher ranked just drives home how silly these "stats" are. Tunisia likely only surpasses us because they have fewer internet users (which I'd say is a bad thing btw), hence there's a greater likelihood that they'd use faster non-residential connections. I doubt those bastards have LTE. In fact, SA is in the upper echelons when it comes to mobile internet, even competing with European nations despite still being 3rd world.
