My line stats show a vast difference between upstream and downstream attenuation and SNR:

Upstream 64 kbps
Downstream 384 kbps
SNR Margin (Upstream) 5.0 db
SNR Margin (Downstream) 18.5 db
Line Attenuation (Upstream) 31.5 db
Line Attenuation (Downstream) 63.5 db

Router: Billion 7300GRA

Is this normal?

the upstream attenuation value is usually quite a bit lower than the downstream value because the sync rates differ so vastly. both your stats are horrible, they show us you are very far away from a DSLAM and your line is pretty noised. could be a physical fault on the line or you have a home alarm that is not filtered properly. my stats aren't perfect but they're alright, and yours' should be closer to them
Us Rate (Kbps) 128
Ds Rate (Kbps) 384
US Margin 25
DS Margin 20
DS Line Attenuation 23
US Line Attenuation 12

Yep, those stats aint too grand. Think you would struggle to keep a stable line even at 1mbps

Line Attenuation (Downstream) 63.5 db

you probably like a few kilometers away from the exhange

Yes, the exchange is between 4.5 and 5km away. They are currently testing a new mini-DSLAM about 500m away from my house, and Telkom said that after testing my line will be shifted to that DSLAM.
