Also it's unique since it'll 3-ply, synonymous with 3GB! One difference is that it'll be affordable to the masses giving it a higher penetration rate than ADSL!

The ADSL regulations took more than two years to draft - then when it finally came out the two-odd pages of regulations were pathetic.
The "no local cap" directive should have consisted of at least a page or two, not a simple sentence.
Blame ICASA for dragging their feet and letting the Friday-tea-lady draft the ADSL regulations.
I agree wholeheartedly. Another article on its way about the ADSL Regulations and how the whole process basically means that consumers should not look towards ICASA for help (just waiting for feedback from ICASA, Telkom). Only true competition can solve this problem.From the start of the ADSL hearings to the final drafting of the regulations, cunning old Telkom changed they way they ran the business insofar as most of the regulations are no longer directly applicable to Telkom, as much as they are to ISPs. In practice, of course, nothing has really changed. But semantically, they will do the utmost to weasel out of compliance.
I still maintain that we will only see significant improvements in ADSL delivery and bandwidth pricing when we have adequate competition in the wholesale market.

The whole situation makes one feel so powerless to do anything. Even if we had the money to lay our own submarine cable and local infrastructure, we'd probably be stopped in our tracks by Ivy.
I think Maritz was spelling out to ICASA that no definition for the word "Cap" is prevalent in the ADSL Regulations?
