I have the above router. Reset it to factory default, and did the minimum configuration(i.e. ADSL user, passwords, WLAN, LAN).
I then find the IP that Telkom assigned my router.
Using my cell phone over Cell C (not wi-fi), I navigate to the IP address (via Chrome). I can then log-on to the router under the support account, even though Remote Access Control is disabled.
Any ideas?

Are all the WAN services disabled?

Btw, are you accessing it via HTTP or how are you accessing it with the support account? I'm just curious, because my brother has the same Telkom supplied router.
 
Dont have this router nor do I want it, Dlink has given soo much trouble. Anyways, you should be able to block outside access into the router by pointing port 80 towards some random internal IP address on your NAT / Firewall settings page.
 
All Remote Access Control is disabled.
I am accessing using chrome on my phone.
