I find certain domains are limited permanently to max 51KB others aren't. What domain are you downloading from?
This is true..

I signed up yesterday morning, half past 9 last night they sent me my login details.
Ive been downloading since then, couple of torrents and an origin game update.
Across the lot of them my average is 200KB, so, so far, im quite happy with it![]()

I've been permanently limited to 50kb/s on all protocols since a few days ago.

Are you sure that it is not a line problem. Are you on TI? If you are I would phone 10210 and ask them to reset your port. Also try turning off your DSL modem and leaving it off for a few minutes before turning it back on.

Trace complete.
Have done multiple router resets and port resets. Not sure if it's my line or not but I have reported this to telkom yesterday.
Does this point to an exchange issue?
Not sure if it would be the exchange. Get your line checked and see what speed you are syncing at.
Otherwise PM TelkomZa and see if he can look into the problem for you.
