So basically when they are talking about their NGN they are referring to their refurbished core network (like they mention in their ads), and that's where is stops.
Currently yes. It is not a refurbished network but a totally new network.
There is also fibre from the exhange to the UMC, which is pretty close to your premises. From there it is copper to your premises.
Where there is a high fault rate on the copper network, they will replace that piece of copper.
That's why it is important to log cable faults - else they think everything is OK with your cable.
