Telkom users hit by throttling issues

Is Telkom ripping me off? I have a contract deal with Telkom (SmartInternet - 500GB) which gives me 10GB wifi data on my router a month. Since November, when there is still around 8GB wifi data left, I get a message from Telkom which states "Out of Bundle - your included all networks data bundle has been used up". Then I cannot get into Internet, Gmail, or Whatsapp. Instead I get another message "WhatsApp is unable to send and receive messages....", "Internet is unavailable". So I have been losing 8GB wifi data a month. Been to Telkom with this problem THREE times and although they confirm I still have 8GB data available, they cannot give me a straight answer as to why I cannot use it once I get these odd messages. I get all sorts of answers....one being......"might be your connection", which is rubbish, as the wifi connection shows 5 full bars and a strong connection. I use a ZTE mobile wifi router which gives me no problems at all. I use it on both my laptop to get into Internet and Gmail, and my Galaxy A10 to get into Whatsapp. It has always worked fine but since November, I keep getting this crap from Telkom.
Something I notice when I log onto the 3G Mobile site on my laptop and access my router and which is puzzling the heck out of me.....
the sim card in my router is Telkom....the contract is with Telkom. Yet, when I look at the current APN, what I see is this:
Profile: Cell C
PDP type IPv4
APN Internet
But at the top it states HSPA+ TelkomSA.
What the blazes does CellC have to do with this????????
Considering Telkom does not seem to be able to solve this mystery...perhaps there is a fundi on this group who can? Would be really obliged to you. Ta
 
Axxess throttle on adsl by the way.
Sorry, I should have stated that I was referring to Axxess Fibre. Most ISP's shape & throttle some of their cheaper or lite ADSL services. Axxess did at 1st shape some of their fibre offerings but they no longer do. It was probably impacting negatively on sales so they changed their policy. Since then, I've changed backed to them.
 
What's amazing to me is people cannot draw a link between the current undersea cable and sudden 'throttling' issues at Telkom.

yeah, the shaping only really applied to openserve, don't think they did it on the other fno's like vumatel.
