Only helps if the case is grounded, ie power supply is installed and the power cable is plugged into a grounded plug socket. And if the part you touch is conductive, ie not painted.Tiles work as well. But grounding yourself every so often isn't a bad idea and the case is metal so touch it before dealing with the mobo, touch it before putting it in.
But honestly this static thing is like the PC assembly boogie Man, just need the smallest ounce of common sense and you'll be fine. I've built a PC in the US winter where everything is super dry and static is everywhere, on a carpet floor, with no issues (it's still working 10+ years later after having traversed the globe twice and multiple disassembles).
