I don't know what's going with England rugby.
last year they started showing signs of improvement, had a successful tour down in Argentina, did well in the EOYT, beat AUS and NZ.
Now this kak 6 nations.

He got a 4 match suspension even though the offense at the lowest entry point starts at a 6 week suspension.
Panel mitigated because of previous good behavior.

How this incident wasn't dealt with during the match is the real crime.

Watching SR for first time in ages (Reds v War). It's noticeably very different to URC - less physical at breakdown, less contestable kicking. I can see why Aus have been struggling on the international scene.
