Transferring ADSL line downtime?

hi guys

I have tried searching the topic but I haven't come up with an answer yet.

Does transferring the ADSL portion of your rental from an ISP back to Telkom, and thus putting your line in the 'wholesale pool' still result in downtime ?

Then Telkom rep I spoke to said yes, but another ISP rep said nope. The Telkom rep didn't sound like she really had a clue though.

Anybody know ?

My experience as follows.

Had my line transfered back to my name. The moment your line goes down/dead it means it's in the holding pool ready for grabs.
I phoned telkom, they had it transfered back to my name. Total down time about 2-3 days.

Question that I would like answered though is that the ISP seems to get the line transfered onto their name without delay or down time - same day.
Yet when it is transfered back onto my/your name it involves days, sometime weeks of problems. Down time is inevitable. Could this be that typical South Africa service involving the "I don't care" attitude or are there different processed involved?
