I also think bandwidth shedding is going on, except iBurst is pocketing money on it.
Speeds pretty appalling this side too, even though not as bad as some postings here.

I wouldn't use the recommended DNS servers, since that way iBurst can block any sites they may seem fit.
Try using OpenDNS instead, that way you know no one is controlling what sites you can access. Here's the link on Wikipedia.
